During the month of February 2013 New Windsor Police Detectives Lesley Pierri and Christopher Sager initiated an investigation after the parents of a 13 year old boy suspected their son being involved in a relationship with a 44 year old former substitute school teacher. The parents of the boy discovered inappropriate text messages on his phone and became concerned. The boy and teacher first met when she was substitute teaching at Sacred Heart School in Newburgh. It is believed this relationship began when the boy was 12 years old. During the investigation New Windsor Detectives discovered the boy and the woman were involved in numerous sex acts in multiple jurisdictions. With this information, members of the Orange County Child Abuse Unit were asked to assist.
As a result of this investigation police have arrested Lisa M. Franklin, 44 years old, who resides in Wallkill.
Franklin was charged with one count of “Course of Sexual Conduct against a child in the first degree”, for an act committed in the Town of Newburgh and two counts of “Rape in the second degree”, for acts committed in the Town of New Windsor and the City of Newburgh.
This investigation is continuing and additional charges are expected.
Franklin was arraigned Before Judge Noreen Calderin and remanded to Orange County Jail. Bail was set at $10,000 dollars cash or $25,000 dollars bond.
New Windsor Detectives were assisted by members of the New York State Police, Town of Warwick Police, Village of Goshen Police, Orange County Sheriff’s Office and the Orange County Department of Social Services.
