City of Newburgh Police received a sexual assault reported just before 4:00 AM on Tuesday July 3. Detectives and patrol officers were able to gather a full description of the suspect as well as his vehicle description, where the assault took place. As part of the investigation, police learned the suspect was armed with a handgun, but that the weapon had not been used during the sexual assault.
Shortly after 9:00 AM Tuesday a City of Newburgh Offficer identified the suspect entering the described vehicle on Van Ness Street in the City of Newburgh. After approaching the driver, the officer was able to identify the suspect as 22 year old Jermal Lincoln of the Bronx from his driver’s license. Lincoln then fled the scene in the white 1997 Cadillac Seville.
A discarded semi-automatic handgun was located in the roadway along the suspect’s route of travel in the Town of Cornwall. It is belived to have been tossed out the passenger side window during the chase.
The suspect stopped when he encountered traffic at the Tappan Zee tolls. He was taken into custody by two South Nyack Grandview Police Officers. Shortly thereafter he was turned over to City of Newburgh Police Detectives.
Jermal Lincoln was charged with the felonies of Rape, Reckless Endangerment, Criminal Possession of a Weapon and assorted misdemeanors and traffic infractions. He was held pending arraignment in Newburgh City Court.
The City of Newburgh Police were assisted by various other law enforcement agencies including New Windsor Police, Cornwall Police, Highland Falls Police, New York State Police and South Nyack Grandview Police.
