BOMBINGS IN IRAQ HAVE KILLED SIXTY-THREE (9a.)PEOPLE IN A SERIES OF COORDINATED ATTACKS THAT SPECIFICALLY TARGETED SHIITE MUSLEMS ATTENDING A RELIGIOUS FESTIVAL IN BAGHDAD ALONG WITH OTHER LOCATIONS ACROSS THAT MIDDLE EASTERN COUNTRY. AT LEAST ONE OF THE ATTACKS HAS BEEN CONFIRMED TO BE THE WORK OF AL-QAEDA’S IRAQI ARM. THE BOMBINGS AND SHOOTINGS COME AT A SENSITIVE JUNCTURE AS SECTARIAN CONFLICTS ARE THREATENING TO ONCE AGAIN FLARE UP, JEOPARDIZING THE SECURITY OF POST-WAR IRAQ.

IN THE COUNTRY THAT BORDERS IRAQ TO ITS WEST — SYRIA — MORE OBSERVERS, AND NOT JUST THE U-N REPRESENTATIVES ON THE GROUND ARE CALLING A SPADE A SPADE IN ADMITTING THAT CIVIL WAR IS IMMINENT. HERVE LADSOUS, THE UNITED NATIONS’ HEAD OF PEACEKEEPING OPERATIONS STATES PLAINLY THAT WHAT’S BEEN HAPPENING IN SYRIA IS A DIRECT EFFORT BY THE REGIME OF PRESIDENT BASHAR AL-ASSAD TO RETAKE URBAN TERRITORIES AND OTHER LOCATIONS THAT ARE IN CONTROL OF THE OPPOSITION, REPRESENTED BY THE FREE SYRIAN ARMY. THE REMARKS BY LADSOUS ARE ACCOMPANIED BY A CHARGE FROM THE U-S TO THE EFFECT THAT RUSSIA IS SUPPLYING ITS LONGTIME ALLY WITH ATTACK HELICOPTERS.

GOVERNOR CUOMO, ACCORDING TO THE NEW YORK TIMES IS ABOUT TO UNVEIL A PLAN FOR ALLOWING HYDRAULIC FRACTURING THAT WOULD BE LIMITED TO FIVE COUNTIES IN THE SOUTHERN TIER AND ONLY WHERE DEPOSITS OF NATURAL GAS ARE DEEPEST IN ORDER TO CURB GROUNDWATER CONTAMINATION. OTHER CONDITIONS OF THE CUOMO PLAN SEEK TO PERMIT EXPLORATION OF THE MARCELLUS SHALE BY HYDROFRACKING ONLY IN MUNICIPALITIES THAT SUPPORT IT. IT ALSO HAPPENS THAT BROOME, TIOGA, STEUBEN, CHEMUNG AND CHENANGO COUNTIES ALL COULD USE AN ECONOMIC SHOT IN THE ARM. AND IT’S THOSE FIVE COUNTIES THAT ARE NAMED IN THE TIMES STORY. THE GRAY LADY’S SOURCE IS AN UNNAMED SENIOR OFFICIAL WITH THE DEPARTMENT OF ENVIRONMENTAL CONSERVATION IN ALBANY. THIS IS HARDLY A FINAL STRATEGY FOR ALLOWING HYDROFRACKING IN NEW YORK STATE, BUT ITS’ THE FIRST SIGNIFICANT STEP FORWARD IN SEVERAL MONTHS. IF THE CUOMO PLAN HOLDS TRUE TO FORM WHEN ITS OFFICIALLY RELEASED, IT WOULD EXCLUDE THE UPPER DELAWARE VALLEY AND CATSKILL PARK FROM ANY SHALE GAS DRILLING ACTIVITY.

THE SIENA COLLEGE RESEARCH INSTITUTE SURVEYED 807 REGISTERED NEW YORK STATE VOTERS ABOUT WHO THEY’RE FAVORING IN THE 2012 RACE FOR THE WHITE HOUSE. THEIR FINDINGS RELEASED TUESDAY SUPPORT WHAT COULD BE CONSIDERED THE CONVENTIONAL WISDOM ABOUT THE STATE’S ELECTORATE. BUT THEY ALSO SHOW THAT WHILE PRESIDENT OBAMA, AS EXPECTED WILL CARRY NEW YORK COME NOVEMBER IT WILL NOT BE THE SLAM-DUNK THAT OCCURRED IN 2008. THE SIENA POLLSTERS SAY THAT PARTICULARLY IN SUBURBAN AND UPSTATE AREAS OF THE EMPIRE STATE MITT ROMNEY IS AT THE PRESIDENT’S MARGINS. OTHER CONVENTIONAL WISDOM SUGGESTS THAT IN ORANGE COUNTY THERE ARE NO SMALL NUMBERS OF VOTERS DISSATISFIED WITH THE PRESIDENT FOR ONE REASON OR ANOTHER. THE WAY 2008 PLAYED OUT, COUNTY VOTERS PREFERRED BARACK OBAMA TO JOHN MCCAIN IN THAT YEAR’S PRESIDENTIAL ELECTION BY A 51 TO 48 PERCENT MARGIN.

EXECUTIVE ED DIANA TOLD OF A POTENTIAL CAUSE-AND-EFFECT RELATIONSHIP BETWEEN WHAT HIS ADMINISTRATION FEELS IS A TIMELY SALE OF ORANGE COUNTY’S VALLEY VIEW NURSING HOME AND A DOWNGRADE IN THE COUNTY’S BOND RATING. A PRESS RELEASE ISSUED TUESDAY MADE LIGHT OF YET ANOTHER FAVORABLE BOND RATING FOR THE COUNTY — IN THIS CASE A CAPITAL “A” FOLLOWED BY TWO LOWER-CASE “A’S” — ANNOUNCED BY MOODY’S INVESTOR’S SERVICE. THIS EFFORT AT PUBLIC RELATIONS COMES AS A DECISION ABOUT VALLEY VIEW HAS BEEN TEMPORARILY PUT ON HOLD. DIANA AND COUNTY FINANCE COMMISSIONER JOEL KLEIMAN HAVE MADE A DIRECT CONNECTION BETWEEN DELAYS IN THE SALE AND TRANSFER OF VALLEY VIEW AND A POSSIBLE FUTURE DOWNGRADE THE STATUS OF THE NURSING HOME’S SALE IS AWAITING DECISIONS BY THE LEGISLATURE WHO NEED MORE TIME TO PROPERLY REVIEW THE FOUR PROPOSALS SUBMITTED BY PROSPECTIVE BUYERS OF VALLEY VIEW. COUNTY FUNDING FOR VALLEY VIEW’S OPERATIONS IS SCHEDULED TO RUN OUT AT THE END OF THIS MONTH. FISCAL CONCERNS ARE AT THE HEART OF DIANA’S ARGUMENT, BUT A STUDY OF THE NURSING HOME PAID FOR BY THE COUNTY AND RELEASED LAST YEAR ALSO MENTIONS THE APPEARANCE OF A POTENTIAL CONFLICT OF INTEREST BETWEEN DIANA’S ADMINISTRATION AND ORANGE ADMINISTRATIVE SERVICES, THE THREE-PERSON ENTITY CONTRACTED TO RUN VALLEY VIEW WHO HAS THE RIGHT OF FIRST REFUSAL IN THE PROCESS OF FINDING A BUYER FOR THE 360-BED COUNTY NURSING HOME.

THERE’S A CONGRESSIONAL PRIMARY HAPPENING IN TWO WEEKS ACROSS NEW YORK STATE. AND ONE OF THE FOUR DEMOCRATS WHO ARE VYING FOR THE CHANCE TO TAKE ON NAN HAYWORTH IN THE RACE TO REPRESENT THE NEW EIGHTEENTH DISTRICT IS TAKING THE FRESHMAN REPUBLICAN TO TASK FOR NOT DOING ENOUGH FOR ORANGE COUNTY FARMERS WHO LOST CROPS AND MONEY BECAUSE OF HURRICANE IRENE AND TROPICAL STORM LEE. RICHARD BECKER, SPEAKING TUESDAY AT A BLACK DIRT REGION FARM TALKED ABOUT A DEDICATED PROGRAM FOR CROP LOSSES, SOMETHING BECKER CLAIMS HIS FELLOW DEMOCRATS LIKE SENATORS SCHUMER AND GILLIBRAND AS WELL AS RETIRING CONGRESSMAN MAURICE HINCHEY SUPPORT. HAYWORTH’S CAMPAIGN HAS SINCE SOUGHT TO COUNTER THOSE CHARGES. BECKER AND HAYWORTH BOTH  ARE FROM WESTCHESTER COUNTY AND ARE ESTABLISHED MEDICAL PROFESSIONALS, HAYWORTH IS AN OPHTHALMOLOGIST WHILE CARDIOLOGY IS THE MEDICAL DISCIPLINE PRACTICED BY BECKER, HER WOULD-BE DEMOCRATIC PARTY CHALLENGER.
