Deputies of the Ulster County Sheriff’s Office report the arrest of Thomas R. Spencer, 56 years of age, and Annette Spencer 53 years of age, of Accord, on Misdemeanor Endangering The Welfare Of A Child charges, following a 911 call on March 19th, 2013 at 3:53 PM.
Deputies responded for a 911 call reporting a toddler on the side of the road on Queens Highway in Accord. A passerby had found the child barefoot and wet, wearing only socks, jeans, and a tee shirt, walking in the snow. Investigation found that the child was left in the care of relatives while his parents went shopping. Thomas and Annette Spencer did not notice the child missing for a while and once they noticed the child missing failed to notify the police or call 911, endangering the child further.
The Spencers were released on appearance tickets for the Town of Rochester Justice Court for March 27th, 2013 at 6:00 PM. The chid was retuned to his parents after a medical evaluation.
