2 Week Investigation Leads to Sex Offense Charges in Liberty

On November 19, 2011, Village of Liberty Police Detectives concluded an investigation into an alleged sexual offense that had occurred two weeks prior at a residence in the Village of Liberty.

Arrested and charged with having sexual intercourse with a 16 year old female acquaintance was 29 year old, Ruffel Phipps or Hurleyville.

Following an investigation Phipps was taken into custody at his residence in Hurleyville by Liberty Police with the assistance of the Fallsburg Police Department.

He was charged with Rape in the 3rd degree, a felony, and endangering the welfare of a minor, a misdemeanor.

Phipps was arraigned in the Town of Liberty Court and remanded to the Sullivan County Jail in lieu of $15,000 bail.
